18.cifr/2009.liu.fdia-state-estimationState estimation is used in power grids to produce the best estimate of the power system state (e.g., voltage magnitudes and phase angles at every bus) based on the available measurements. False data injection attacks are a new class of attacks against state estimation that can bypass the existing bad data detection algorithms in power grids. In this paper, we investigate the implications of such attacks and their potential impact on power grids. We show that an attacker can exploit the configuration of a power system to launch such attacks with limited resources.

Extending the attack to nonlinear AC state estimation is an open problem. The authors suggested that protecting a critical set of meters (making attack vectors infeasible) is a promising defence, but optimal selection of that set under budget constraints was left for future work. Adaptive attacks that update c in response to partial defender actions were not studied.
