This paper introduces the Microgrid concept: a cluster of loads and microsources operating as a single controllable system that provides both power and heat to its local area. The Microgrid can operate either connected to the grid or in island mode. Control is based on local droop characteristics so no communication between sources is needed.

Problem solved

Before this paper, distributed energy resources were treated as individual, often passive, grid elements that complicated distribution system operation. The Microgrid concept solves this by defining a controllable boundary and local droop controllers that maintain stability both when connected to the utility grid and when operating autonomously after a fault.

Novelty

Lasseter introduces the Microgrid concept as a unified framework treating a cluster of distributed generators and loads as a single controllable entity from the utility's perspective. The droop-based local control allows each microsource to autonomously adjust output using only local measurements, without inter-unit communication — a significant departure from centralized DER dispatch approaches of the time.
